UNSC & Who are villain in game of corona politics

Prof. Dr. Ravi Chaturvedi
Many countries have made the historical experience that their ‘revolutionary’
constitutions failed to protect equal rights of citizens and to re-establish legitimate
political authority lost by previous political regimes. At the same time, some of the
international institutions like the International Labour Organization (ILO), World Health
Organization (WHO), UN Educational Scientific and Cultural Organization (UNESCO),
Food & Agricultural Organization (FAO) and numerous such international
establishments failed to live up to their expectations. Lately, WHO and UN Security
Council too have been found wanting in their roles for the goals enshrined in their
The onset of Corona (COVID 19) has found world beset by serious and
unconscionable health disparities, by dangerous contagions that can circle our
globalized planet in hours, and by a bewildering confusion of health actors and

systems. The humankind needs a new vision, a new architecture and new coordination
among renewed systems to ensure central health capabilities to combat menace of
Leonard Rubenstein in 2018, in an article entitled, Transforming the WHO’s Role in
Advancing the Right to Health in a Conflict, revealed, “A decade ago, when I was
researching attacks on health workers and facilities over the preceding decades, I was
struck by the fact that the WHO was silent on violence against hospitals, patients, and
health workers”.
Let us come back to worldwide deathtrap of Corona virus. The first case of deadly
Corona virus was detected in Wuhan on November 17, 2019 by an Ophthalmologist
Dr. Li Wenliang who went on to warn his colleagues about the outbreak of COVID-19
on December 30, 2019.
The outbreak of fresh cases of Corona soon became alarming in China. The media
was kept in dark about the news of the epidemic till it became frightening. In fact, the
viral samples of the patients were destroyed to conceal the obvious. At this critical
health hazard hour, it seems the WHO was in deep slumber and took more than two
months before reality dawned on the international health care organization.
The WHO in its media brief on March 11, 2020, for the first time projected the
alarming situation about the spread of Corona virus. The brief was, “ In the past two
weeks, the number of cases of COVID-19 outside China has increased 13-fold, and
the number of affected countries has tripled.  There are now more than 118,000 cases
in 114 countries and 4,291 people have lost their lives. Thousands more are fighting
for their lives in hospitals”.
The latest update on the Corona mortality is that 25,045 people have died so far from
the Coronavirus COVID-19 outbreak as of March 27, 2020. There are
currently 552,943 confirmed cases in 199 countries and territories.
While the countries right through the globe were reeling under the severity of Corona
virus, the UN and WHO were sleeping soundly. It may be mentioned that the primary
function of the Security Council, under the United Nations charter, has to maintain

international peace and security. Naturally the UNSC at the initiative of Estonia
decided to discuss the spread of Covid-19 with loss of lives threatening the peace and
security of the world. Sadly, China, Russia and South Africa nixed Estonian efforts to
initiate a discussion on the worldwide pandemic bent upon taking toll of human life at
alarming rate and upsetting the established economy and welfare programmes of the
China, Russia and South Africa joined hands to vote against the Estonian proposal.
China as President of the UNSC till March 31 stated that there was no consensus
within the UNSC to convene a meeting on the coronavirus.
The Estonian proposal sought for transparency over the COVID-19 outbreak, but the
three countries rejected it despite being seriously affected by the virus. On the
contrary, the UNSC called an emergency meeting to discuss on the Ebola Outbreak
in North Kivu, Democratic Republic of the Congo in 2018. It certainly does not meet
the approval of the discerning eyes.
Any viral outbreak is widespread. The data and figures available with the
epidemiologists on countries, cities and townships afflicted by the fatal COVID-19 is
extensive, extending to practically every nook and corner of the globe. It seems a
paradox that in China the outbreak remained confined to Wuhan only, leaving big
metropolis Beijing and Shanghai unaffected. It is most incredulous epidemiological
fact coming out of Chinese
It is widely believed that the UN and WHO are not holding China accountable and
are shy to blame the country for the spread of the virus. The main reason happens
to be that China is the leading distributor of ventilators, HAZMAT suits, masks, and
other equipment urgently needed to treat COVID-19 patients. As such some
countries do not want to bell the cat. Consequently countries are quiet over China
as they may have to import equipment to take care of their Corona infected
patients. It appears China first created the demand and now will supply it. It amply
exposes the dual standards of the WHO, UNSC and countries caring only for their
narrow vested interest.
"The fact is that no one wants to touch the UN as was evident in the G-20 meeting
on Covid-19 on March 26. While India wanted the century-old institution WHO to be

reformed, the rest wanted to strengthen the very institution that was shy in calling out
China over the spread of virus. It is a cozy club, the UN, which does not accept any
new members," said a retired UN diplomat
